Improvement(s) overview
The existing A38/A4104 Junction is made up of a staggered single-lane arrangement. The A38 in this location is a single carriageway road, which runs to the M50 Motorway and Tewkesbury in the south and Worcester in the north.
The A4104 is also a single carriageway road, which runs to Pershore to the north-east and to Upton-Upon-Severn and Little Malvern to the west.
The route is important for users travelling from the M5 Motorway and provides access to destinations such as:
- the Three Counties Showground
- the Malvern Hills Area of Outstanding Natural Beauty (AONB)
- a number of events that are held throughout the year within Upon-upon-Severn and the surrounding area
With the current junction arrangement, particularly during peak time traffic, queueing is generated on both the A38 and A4104.
The County Council identified that the junction requires improvements to:
- alleviate queueing during peak time traffic
- provide more efficient traffic flows
- providing a better junction for users
Background
The scheme will provide a new 4-arm roundabout to replace the existing staggered junction arrangement, with the western A4104 approach from Upton being realigned to tie into the proposed roundabout.
Facilities for non-motorised users will be improved with the provision of crossing locations on all arms of the roundabout and 3m wide shared footway/cycleways.

February 2023
Work on the new roundabout near Upton-upon-Severn has been completed.

October 2022
The final surfacing of the carriageway will take place between Monday 3 and Tuesday 18 October.
This work will require various road closures to be in place during the night from 7:00pm until 6:00am.
Below is the schedule for the works. Please be aware that timings could change.

Measures will be in place to minimise disruption as much as possible.
September 2022
Work has continued on the installation of drainage and kerbing on the re-aligned A38 southern carriageways, and footpaths. Works are also ongoing to remove any redundant street lighting. Construction of the attenuation pond and drainage connections has started.
There will be night closures in place on all the approach arms from Monday 3 October for approximately 12 weekday evenings, to undertake final surfacing works.

August 2022
Following the transfer of traffic on to the roundabout, works have continued on the A38 and A4104 to ensure smooth links between the old and new road surfaces. Works are also taking place on the removal of the existing A38 splitter island and the installation of new drainage, streetlighting, kerbing and signage.
Landscaping and final surfacing works will then be undertaken on the roundabout and approaches, with the scheme scheduled for completion this autumn.
July 2022
With traffic now switched onto the new roundabout, works have continued on the A38 north and A4104 west tie-ins, the installation of drainage within verges and street lighting. Tie-in works for the A38 and A4104 will continue under 2-way traffic signals.
From 18 July, works will take place to remove the existing A38 splitter island and to install kerbs to the A4104 Pershore arm. To undertake these works, off-peak and night-time road closures will be required - diversions will be signed and access from other approaches will be maintained.
Works will continue within the site boundary for storm water drainage and the formation of the attenuation ponds. New streetlighting and road signage will also be installed.
June 2022
Traffic has now been switched onto the new alignment, with vehicles now able to travel on the approaches and around part the roundabout.
Temporary traffic management is still in place to allow the remaining works to be undertaken safely.
Works have been ongoing on the A4104 and A38 tie ins, in preparation for the switch over of traffic on to the new alignment, which will take place later this month. Works have also continued on the the installation of drainage on the new highway verges, as well as ducting for service diversions and street lighting.
During week commencing 13th June, the existing A38 splitter islands will be removed. To undertake these works, additional traffic management will be required but access will be maintained on all approaches.
On 20th June from 7pm, the A4104 East and West approaches, and A38 North and South approaches will be closed to all traffic, to allow for the switch of traffic on to the new alignment. During the closure, a fully signed diversion route will be in place.
Once traffic is switched over to the new alignment, temporary traffic management including traffic signals will still be in place, to allow the remaining works to be undertaken safely.
April 2022
Work to import construction material for the new A38 north and A4104 west carriageways is now complete, along with the majority of the works on the offline roundabout and the adjacent footways. The carriageway has had base and binder (two of the three tarmac courses) applied, with the final wearing course to be applied closer to the opening of the scheme.
Kerb installation has also been completed across the site, along with new fresh and wastewater drainage pipes.
Over the next six to eight weeks, works will take place to prepare the areas of the site that tie-in with the existing carriageway. These works, on both the A38 and A4104, will require the use of temporary traffic signals and are outlined in more detail below.
From 11 to 15 April between 8:00pm and 6:00am, the western A4104 will be closed at its junction with the A38 (between A38 and Upton-upon-Severn) to undertake and complete drainage works.
From 11 April for approximately five weeks, the tie-in area will be prepared between the existing A38 carriageway and the newly constructed arm of the roundabout. The works require two-way lights, which will be in operation 24hrs a day during this period of the works.
From 12 April for approximately 6 weeks, the tie-in area will be prepared between the existing A4104 west and the newly constructed arm of the roundabout. The works require two-way lights, which will be in operation 24hrs a day during this period of the works.
Following on from the completion of these works, towards the end of May, four-way lights will be installed on the A38/A4104 junction, to allow the safe removal of the remaining street furniture and splitter islands, along with the remaining tie-in works to the other new arms.
January 2022
A total of 28,500 tonnes of material has now been imported onto the site. This has been spread and compacted across formation layers of the new A4104 layout from Upton-Upon-Severn and the new A38 alignment, along with the new roundabout.
A large section of the new storm water drainage within the new carriageways has also been installed.
Looking ahead, material will continue to be imported across the site, drainage works will continue in various locations and kerbing for the new A4104 is due to start.
November 2021
Over the past month, 22,000 tonnes of material have been imported onto site. This has been spread and compacted along the new A4104 layout from Upton-upon-Severn and the new A38 alignment, along with the new roundabout. In the coming weeks, material will continue to be imported across and drainage works will start.
October 2021
Following works to remove topsoil, the Worcestershire Archaeology Team has undertaken excavations to locate an Iron Age settlement at the western end of the construction site. This settlement dates back approximately 2200 years and works will now take place off site, with in-depth analysis of the findings to help paint the picture of life during the Iron Age.
Ecology specialists have been onsite to carefully remove vegetation and hedgerows, whilst carrying out a watching brief to ensure wildlife is protected - phase one of these works has now been completed.
Following the completion of these works, we have started to import the materials needed for the road construction. In total 17,200 tonnes of material have been moved on site and laid so far. Over the coming weeks, the material shift will continue, as well as works alongside the A38 to prepare for the new carriageway alignment.
