European Union Settlement Scheme (EUSS)

About the European Union Settlement Scheme (EUSS)

We are one of the Local Authorities providing identity document scanning for those applying to the EU Settlement Scheme.

If you are a European Union (EU), European Economic Area (EEA) or Swiss citizen, you and your family will be able to apply to get either settled or pre-settled status.

If you do not have access to an Android device with near field communication (NFC), you can make an appointment to bring your passport or biometric residence card to us, where it can be scanned and verified for you. The purpose of the scan is to confirm your identity so that you will be able to make an application to the EU Settlement Scheme. You must not start your application before you attend your appointment.

Who can apply?

There will be no change to current rights under EU law until the end of the planned implementation period on 31 December 2020.

You’ll need a compatible Android phone or tablet if you want to scan your identity document yourself, this can be your own phone or tablet or someone else’s.

If your mobile phone or other device doesn’t have near field communication (NFC) you can make an appointment to bring your ID document to us, where it can be scanned and verified for you. You will then be able to make an application for pre-settled or settled status.

We will not need to keep your ID document and in most cases you should not be asked to send your passport anywhere else during your application for pre-settled or settled status.

If you wish to book an appointment for your biometric passport (EU citizens) or biometric residence card Non-EU family members) to be scanned, please contact Worcestershire Registration Services on 01905 768181. You will need to attend this appointment in person.

Once your ID document has been scanned you can make the rest of your application online later using a computer, or any other device you choose, to access the internet.

What to bring to your appointment

  • EU, EEA or Swiss citizens - your current valid biometric passport
  • family members of an EU, EEA or Swiss citizen - a valid Biometric Residence Permit (BRP)
  • a mobile phone that can receive text messages or a device that can receive email

The cost of the EU Settlement Service is £14 (including VAT) and is in addition to the application fee payable to the Home Office.  In some cases, the Home Office may ask you to attend a further appointment, or send in your identity document, for a decision to be made on your application.
