The Shrub Hill area is designated as an Opportunity Zone in the South Worcestershire Development Plan and the Worcester City Centre Master Plan, with an employment-led mixed-use regeneration being encouraged. 

Worcester City Council will develop a more detailed plan and guidance for the future development of the area, which will be set out in a Supplementary Planning Document (SPD), working with: 

• land owners
• residents
• businesses
• other key stakeholders
