What is an IPM?
It’s a document that sets out the specific support, interventions, and adjustments a child needs, over and above what is ordinarily provided in the provision.
It’s more focused than a general learning journal or EYFS planning, and is often used as part of the graduated approach under the SEND Code of Practice (Assess–Plan–Do–Review).
When to use an IPM in Early Years
You would typically put an IPM in place when a child requires additional or different support compared to their peers.
Situations where an IPM is appropriate:
- identified SEND needs – where a child has a recognised developmental delay, disability, or diagnosis
- ongoing concerns – if targeted interventions within the setting have not been sufficient on their own
- support needs are specific – the child requires individualised goals, strategies, or interventions (e.g., speech therapy targets, sensory breaks, 1:1 adult support)
- multi-agency involvement – where advice from specialists (e.g., Speech & Language Therapist, Educational Psychologist, Occupational Therapist) needs to be embedded into daily provision
- evidence for next steps – to demonstrate progress and provide documentation if the child may need an EHCP (Education, Health and Care Plan) assessment in the future
