Accessibility statement for Adult Provider Portal (ContrOCC)

Worcestershire County Council is committed to making its websites and applications accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This accessibility statement applies to the ContrOCC Adult Provider Portal.

This portal is run by the provider System C for Worcestershire County Council. We want as many people as possible to be able to use this portal. For example, that means you should be able to:

  • zoom in without the text spilling off the screen
  • navigate most of the portal using just a keyboard (including skip to content or skip to main navigation)
  • navigate most of the portal using speech recognition software
  • listen to most of the portal using a screen reader

Non-accessible content

We know some parts of this portal aren’t fully accessible:

  • form items don’t always clearly announce changes on the page or filters
  • PDFs that are generated from the system are not tagged meaning they are not accessible for screen reader users
  • not all pages have a Heading 1 or logical heading structure
  • there is no skip to content menu
  • menu items do not announce as a navigation to screen reader users
  • in places focus states for keyboard users may not be obvious

Compliance status

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliance issues identified below:

  • pages do not contain codes for landmarks, such as header, footer, main or navigation content (This fails WCAG criteria 1.3.1 Info and Relationships)
  • menu items read out individually as links on a screen reader but do not announce as list items as a menu navigation (This fails WCAG criteria 1.3.1 Info and Relationships)
  • no skip to content for the main menu (This fails WCAG criteria 2.4.1 Bypass Blocks)
  • some pages do not contain a h1 heading or a logical heading structure, this is most noticeable on the actuals page (This fails WCAG criteria 2.4.6 Headings and Labels)
  • focus state is not always an obvious colour change, mainly on the smaller buttons such as Add/edit and confirm within actuals (This fails WCAG criteria 2.4.13 Focus Appearance)
  • when pages load data, they don't always announce what they have loaded, e.g. a document or a list of files, it just says loading complete (This fails WCAG criteria 3.3.2 Labels or Instructions)
  • some filter form elements don’t announce clearly and items on filters automatically apply rather than being selected (This fails WCAG criteria 3.3.2 Labels or Instructions)

This portal was last tested during 10 February 2025. The testing was carried out using the following methods:

  • Axe Developer Tools to check the underlying code
  • keyboard only access testing a selection of user journeys
  • NVDA screen reader testing a selection of user journeys
  • zoom up to 400% to test that the site is responsive
