Assistant Director (Designate) SEND and Vulnerable Learners (0-25)

An exciting opportunity has arisen to lead the services for SEND and Vulnerable Learners for Worcestershire's Children Services.  We are creating a Council owned company, Worcestershire Children First (WCF), which will deliver children's services to our communities.  The company, which will be ready for formal launch on 1st October 2019, will be led by our mission of “Supporting children and young people to be happy, healthy and safe”, and our core values:

This role provides an opportunity to play a key role in further shaping, launching and leading a key part of this organisation.

Initially appointed as Service Manager for SEND and Vulnerable Learners in the Council, you will be responsible for the education statutory functions and related education support services, within the relevant statutory frameworks policy and strategic direction of the Council and Worcestershire Children's First.  You will also play a lead role across the Local Area in relation to SEND Improvement.

The role is responsible for forging and maintaining strong and resilient relationships with schools, education settings, colleges and stakeholder organisations, to build capacity for the education and well-being of all vulnerable learners and those children and young adults with SEND.

Our SEND Service has been redesigned and received investment from the Council we are looking for strong leader to pick up the challenge of continuing to lead the improvement journey and deliver in partnership the SEND Strategy.

Reporting to the Director (Designate) for Education and Early Help you will support the strategic development and management of designated areas, and develop and implement policies to further the Council's and in due course the Company's aims and objectives. The Assistant Director (Designate) makes a direct contribution to the leadership of the services, deputising for the Director (Designate) where required.   This role will act as the organisation SEND specialist for the Company, providing information and advice to the senior management team and promoting the well-being and inclusivity of vulnerable learners and children with SEND across all services.

You will lead, develop and maintain strategies and policies for the achievement of high standards and performance to support and improve outcomes for children and young people in Worcestershire, and in particular to promote inclusive education, remove barriers to learning and raise aspirations for these groups.

As a Local Area leader, you will be accountable for influencing, leading and managing the deployment of financial and people resources for designated areas of responsibility, working within regulatory frameworks and ensuring collaborative work and partnership with a wide range of stakeholders, and in particular: education providers, health services, services for young adults, partner organisations, parent and carers and young people.

You will need to be a dynamic, experienced, caring and capable leader, able to further build on and maintain standards and positive relationships with our partners.  As Assistant Director (Designate) you will make a direct contribution to the leadership of the Worcestershire Children's First. You will also work closely with council colleagues, commissioned services and education providers to achieve the vision of Worcestershire being a wonderful place for all children and young people to grow up.
