Available Highways Licences and Permits

Licence and permit applications are available below to obtain the specific licences or permits required when working on the highway in Worcestershire.  Only registered companies can apply for licences and permits on the highway.

If you would like to apply for Temporary Traffic Management then please register your company online.

If you would like to apply for Skip/Scaffold/ MEWP/Fencing/Hoarding/Crane and become registered then please register your company online.

Applications for permission should be submitted in good time.  These applications will be reviewed on typical working days (Mondays to Fridays). Failure to obtain the necessary permissions may result in fines/enforcement action being taken against you.  If the time required needs to be extended then the request should be submitted in good time before any granted permission expires.

Information supplied when you submit your application may be included in any Public Notices issued about the works and will appear on Worcestershire roadworks map (opens in new window). If for any reason we need to check any information submitted we may need to contact you for clarification. Road Closure/ Footpath Closure/ Speed Restriction Application for works

You will need a legal order/notice to close any road for works.  You will also need a legal order/notice to close a footpath (divorced footway/ alleyway that is not adjacent to a carriageway) and requires a specific diversion route.  A legal order/ notice is also required to temporarily reduce a speed limit for works.

The cost of a planned closure/ speed reduction is £1325 for a road/footpath/speed restriction.  This is payable by credit or debit card/ purchase order. The legal lead-in time for this is 12 weeks and two legal orders will be produced as part of this process.

Closures for emergency works (endorsed) will be processed at a reduced rate due to the shorter legal process.

Road Closures for Events can typically be made through the relevant local District Council through the Town Police Clauses Act.

To apply for a Road Closure for works you will need to:-

  • Provide a description, details and a plan of the works
  • A proposed diversion route
  • Agree to our Terms and Conditions
  • Pay Online (Private Works) or provide a Purchase Order number (Utility)
  • Separately apply for a permit for the road-space booking through ETON (Utility) or via nrswa@worcestershire.gov.uk (other Works)

Apply for a legal order/notice

Temporary Traffic Signals/ Lane Closure Application

You will need to apply for a licence to use temporary traffic signals or introduce a lane closure on the highway in Worcestershire.  There is no cost to this application.

To apply for temporary traffic signals/ lane closure you will need to:-

  • Provide a description, details and a plan of the works
  • Agree to our Terms and Conditions
  • Separately apply for a permit for the road-space booking through ETON (Utility) or via nrswa@worcestershire.gov.uk (other Works)

Apply for a licence

Request to use WCC network as a diversion route

Adjacent Local Authorities and Highways England can apply to use the Worcestershire Highways network as a diversion route for closures on their networks.  There is no cost for this application.

To apply, please provide:-

  • A description, details and a plan of the works
  • Details of the network being requested

Crane/Oversail

You need a licence for tower cranes that may 'oversail' the public highway for any length of time.
The cost of the licence is £100 per week, payable by credit or debit card.

You will need to:-

• Provide a description of the works to be carried out and the location details
• Upload copies of your up to date Public Liability Insurance certificate and possibly your Employee Liability Insurance if you are a contractor who directly employs operatives
• Agree to our Terms and Conditions
• Pay online on submission

Apply for a Crane/Oversail

 

Skip Permit

Only registered skip companies can apply for skip permits. . If you would like to become registered please register your company online.
The cost of the permit is £20 for the first week and £10 for subsequent week, payable by credit or debit card.
It can take up to 5 working days to process an application for a skip permit.

You will need to:-

• Provide the exact location and placement of the skip (carriageway, footway or verge)
• Upload copies of your up to date Public Liability Insurance certificate and Waste Carriers Licence
• Agree to our Terms and Conditions
• Pay online on submission

Fencing

You will need a Fencing licence for fences on the public highway for any length of time.
The cost of the licence is £50 per week, and £25 for subsequent weeks, payable by credit or debit card

You will need to:-

• Provide a description of the works to be carried out and the location details
• Upload copies of your up to date Public Liability Insurance certificate and possibly your Employee Liability Insurance if you are a contractor who directly employs operatives
• Agree to our Terms and Conditions
• Pay online on submission

Hoardings

To apply and pay for a license to place hoardings on the highway please complete the online form below. The cost of the licence is £50 per week, and £25 for subsequent weeks, payable by credit or debit card

You will need to:-

• Provide a description of the works to be carried out and the location details
• Upload copies of your up to date Public Liability Insurance certificate and possibly your Employee Liability Insurance if you are a contractor who directly employs operatives
• Agree to our Terms and Conditions
• Pay online on submission

Mobile Elevated Working Platform (MEWP, i.e. Cherry Picker)

To apply and pay for a license to place a Mobile Elevated Working Platform on the highway please complete the online form below. The cost of the licence is £100 per week, payable by credit or debit card

• Upload copies of your up to date Public Liability Insurance certificate and possibly your Employee Liability Insurance if you are a contractor who directly employs operatives

Scaffolding

To apply and pay for a license to place Scaffolding on the highway please complete the online form below. The cost of the licence is £50 per week, and £25 for subsequent weeks, payable by credit or debit card

Welfare Cabin

To apply and pay for a license to place a Welfare Cabin on the highway please complete the online form below. The cost of the licence is £350 payable by credit or debit card
