The Government's White Paper 'A New Deal for Transport: Better for Everyone' published in 1998 including a plan to develop Freight Quality Partnerships (FQP) between the road haulage industries, local authorities, businesses and environmental groups.
Worcestershire's Freight Quality Partnership (WFQP) was set up in March 2002 and now has a Working Group dedicated to delivering the aim:
‘To ensure the efficient transportation of freight within Worcestershire, such that it supports a strong local economy, but increasingly does not compromise the existing or future needs of our society or environment.’
In delivering this aim, the membership of the WFQP has developed an action plan which identifies local solutions to local problems. The plan is an evolving list of actions to be taken, with the allocation of responsibilities and also the timescales for delivery.
The County Freight Quality Partnership Working Group focuses on local issues in Worcestershire.

In 2008, Worcestershire's FQP was voted as a regional finalist representing the West Midlands region by the Freight Transport Association and was an FQP of the Year nominee.
