In July 2006, the Overview and Scrutiny Steering Committee agreed to establish a Scrutiny Task Group to explore the issue of delegated authority to officers.

The terms of reference are:

To explore:

• How the Officer Scheme of Delegation is being implemented across the Council; and
• How the Scheme impacts on service delivery and how it affects Members' ability to be informed and represent their constituents.

The following councillors are Members of the Scrutiny Task Group:
