Previous Performance Frameworks
National Indicator Set
Under the previous Government, the National Indicator Set (NIS)
was introduced as a rationalisation of the performance reporting
arrangements required by central Government. The framework
contained 170 performance indicators across a range of
organisations. The Research and Intelligence Unit was
responsible for monitoring performance.
On Wednesday 13th October 2010 the Secretary of State
for Communities and Local Government announced that LAAs and the
NIS were to be abolished.
It has since been announced that the NIS will be replaced with a
single, comprehensive list of all the data that central Government
will require local authorities to provide, with the new framework
expected to be in place by April 2011.
Worcestershire Local Area Agreement
Under the previous Government, a Local Area Agreement
(LAA) was a three-year agreement that set out the priorities
for a local area. It involved Worcestershire County
Council and our partners working together through the
Worcestershire Partnership. On behalf of Worcestershire
Partnership, the performance against both the 2006-2009 and
2008-2011 LAAs was monitored by the Research and Intelligence
Unit.
Worcestershire’s first LAA (2006-2009) was signed by the
Worcestershire Partnership in April 2006. The
second 2008-2011 LAA included 28 indicators drawn from
the NIS and 7 Local Indicators. An additional
10 mandatory Department for Children, Schools and Families
indicators were also included.
On Wednesday 13th October 2010 the Secretary of State

In light of this, the decision has been made that updates
will only be reported for those measures that have been identified
as priority indicators by the Worcestershire Partnership Management
Group.
