General Preliminaries - Maintenance Contracts & Minor Works
Contracts
This set of General Preliminaries should be referred to and
completed with when carrying out works on the basis of:
- An order issued by the building occupier for works to be
carried out on 'Jobbing' daywork rates.
- A Daywork Contract issued by the Head of Property Services for
works to be carried out on 'Jobbing' daywork rates.
- An Acceptance : Letter Contract issued by the head of property
for works to be carried out at the Tender Sum Submitted.
When Preliminaries are issued with the tender documentation,
those preliminaries will take precedence and these will not
apply.

Energy Efficiency Spend to Save fund
An internal Energy Efficiency Invest to Save
Fund has been set up within the County Council.
This is a ring-fenced, interest-free loan
available to schools/Council Establishments for the specific
purpose of funding the capital cost of energy saving
measures.
The loan is repaid from the anticipated
financial savings your school will make from the reduction in
energy bills. A fixed payback amount and period will be
agreed at the outset, based on a comprehensive payback
analysis. This will ensure the annual cost is neutral to
school/establishment budget.
Once the loan is repaid the
school/establishment will keep the on-going savings. For example,
installing cavity wall insulation normally pays for itself within
five years and will continue to deliver financial and carbon
savings to your school/establishment for twenty or more years. For

Water Quality Policy
The Water Quality Policy document sets out the guidance and
strategy that Worcestershire County Council will follow to protect
employees and others who may be affected by its business operations
against the risk of legionella infection arising from plant,
equipment, facilities, work or work-related activities. It includes
the framework of the procedures designed to achieve this aim, and
sets out the stages and objectives relevant at each stage. It then
specifies the management, operational and specialist
responsibilities and lays down a clear management and communication
structure to ensure that it fails safe, wherever practicable.
