Capital Asset Pathfinder (CAP) Programme
In February 2010, the Worcestershire Partnership submitted a report
to government as part of a pilot exercise looking at opportunities
for better public sector asset usage and management of services in
areas of highest needs.
At the time, this initiative was originally referred to as Total
Place, but following the election of the coalition government, this
changed to Capital & Asset Pathfinder.
As part of this submission, the Worcestershire
Capital & Asset Property Steering
Group developed a single internet-based
map of public sector property assets, which was made available
to all partners.
In August 2010, Worcestershire was awarded
Accelerated Pathfinder status along with five other areas
nationally. The objective of the accelerated Pathfinder work was to
identify and develop a small number of opportunities which
presented the potential for joint and collaborative use of public
assets. Pathfinders were also asked to identify any barriers which
might prevent such collaboration so that Ministers could seek to
remove these wherever possible.
Three submissions were made to DCLG on behalf of Worcestershire
in December 2010 which concentrated on providing tangible examples
of how better use may be made of public assets. The 3 examples
submitted demonstrated how significant service improvements could
be achieved whilst reducing property-related costs and releasing
capital.
The next stage of the Pathfinder work was to
develop a
‘long-term strategy’ for Worcestershire in order to achieve
efficient asset usage and facilitate collaborative service
development across the public sector partners.
This strategy was launched on Wednesday 15 June 2011, at an event
hosted by Worcestershire County Council and attended by Lucy
Makinson, Director of Local Government Policy & Productivity,
Department of Communities & Local Government (DCLG).
The Worcestershire Partnership is committed to
delivering the most accessible and highest quality services
possible within the context of limited and shrinking resources.
The work of the Capital & Asset Pathfinder
is seen as a key tool in meeting this challenge and the
Worcestershire Partners are now working collaboratively on a number
of opportunities to maximise the benefits obtainable from better
management and utilisation of assets.
