Property Support and Maintenance

The key function is to support premises managers in dealing
with problems relating to their buildings and associated
engineering installations.
This support ranges from diagnosing defects and rectifying
emergency breakdowns or failures to advice on the simple alteration
and conversion proposals. We set up and manage service contracts
for the principal engineering installations thereby ensuring that
the plant and equipment operates efficiently and that breakdowns
are minimised.
Caretaking, cleaning, car parking, courier, grounds maintenance
and room booking facilities are managed for the corporate estate
(although the courier service now includes schools). Restaurant
facilities are provided for staff based at County Hall and
Wildwood.
Many regulations apply to the management of buildings. We ensure
that building managers are aware of their responsibilities and
offer guidance where required. We also have a monitoring role to
confirm that building managers are carrying out the duties that are
required of them under relevant legislation and to highlight
weaknesses, so that support can be provided.
The maintenance programme is compiled from the repair needs
identified in the condition surveys. The programme is managed
within the Unit and implemented in conjunction with the Design Unit
who deal with the larger schemes.
Project work undertaken by our surveyors and engineers includes
routine maintenance and improvement, boiler and heating
replacements, lift maintenance and replacement schemes, works
identified during servicing, emergency repair and reinstatement
(following floods, fire etc.) and minor fire precautions works
identified in the Fire Risk Assessments.

Area Building Surveyors
Our Area Building Surveyors provide technical advice and support
to managers of Worcestershire County Council buildings only. The
Service Level Agreement with your Directorate or school details the
services that are available.
These services include defect diagnosis, assistance with
rectification of emergency repair needs, fire precautions, asbestos
management, service contracts, contractor management and condition
surveys amongst others. Whilst the Area Surveyors may not provide
these services themselves they will know how to obtain the advice
that you require.
The Area Surveyors each have responsibility for the
Worcestershire County Council buildings within their area of
Worcestershire. The areas are similar to the District Council
areas.

Risk Management
Risk Management involves providing training, support and
guidance to our clients in the effective management of
premises related risks. These include asbestos, fire and water
(Legionella).
Recent changes in legislation have moved the responsibility for
management of the risks from Statutory Bodies (Fire and Water
Authorities for example) to employers and occupiers of
buildings.
We manage the asbestos survey programme, ensure that all
premises have a current copy of their asbestos register, implement
the asbestos removal programme and deal with any asbestos
disturbance including liaising with the Health and Safety
Executive.
All premises are required to have a Fire Risk Assessment
undertaken. We manage this programme and prioritise and implement
the remedial works programme working with the Head Teacher or
Premises Manager. We also provide fire safety advice and manage the
fire extinguisher service contract.
The hazard associated with the Legionella bacterium is managed
by carrying out an initial risk assessment and then organising
remedial works programme. We offer training and guidance to all
premises managers and have provided each site with a water
management log book for them to use to record details to the parts
of the installations where Legionella is most likely to be a
problem and the actions taken to minimise the risk.
Redundant buildings can be hazardous if not managed. We ensure
that buildings declared surplus are safely decommissioned and
protected until their disposal can be organised. If they are to be
demolished we arrange this using appropriate contractors and ensure
safe disposal of hazardous materials.
