Asset Management
Worcestershire County Council's Property Services aims
to maximise the efficient use of the council's properties, to
channel capital investment into areas where the maximum service and
wider corporate benefits can be obtained, and to dispose of surplus
or under-performing assets for the maximum level of receipts
obtainable.
Asset Management Planning
The Asset Management team is responsible for the development of
Asset Management Planning (AMP) information for all of the
Authority's properties.
The team's main roles include:
- gathering, managing and analysing data relating to the
condition, suitability and sufficiency of all of the Authority's
properties.
- providing senior managers with a strategic overview of the
performance of the County Council's properties, including the
annual property audit.
- producing strategic documents relating to asset management,
which meet the requirements of the Authority and Central Government
departments.
- liaising with, and providing advice and support to all partners
in the AMP process.
Asset Management Review
The primary role of the Property Review Group is to analyse the
Council's use of the estate at a strategic level and to develop a
portfolio of accommodation that meets present and future service
needs.
It aims to do this in the most cost effective manner possible
and to maximise opportunities for partnership working with other
agencies.
It provides a supporting role to those services grappling with
how best to meet service development pressures and a challenging
role for those services that may have become complacent in their
use of accommodation.
The Review Team is responsible for undertaking an analysis of
current property usage, developing strategic options for improving
the effectiveness of the current estate and for meeting future
accommodation needs.
It aims to do so by a combination of support and challenge to
services, focusing on the elements of property usage that add value
to front line services, and the elimination of waste and
duplication.
The Team's main activities include:
- Analysis of the annual property audit information to develop a
clear picture of the functional and economic performance of the
estate.
- Undertaking service based or area based property reviews.
- Developing Service Asset Strategies for all major service areas
within the County Council.
- Identifying opportunities for capital investment in the estate
that maximise service and corporate benefits and value for
money.
- Developing links with other public sector partners to maximise
the opportunities for sharing resources across the public and
voluntary sector
- Maintenance of the County's land terrier and the development of
a shared public sector property asset record
- Identification of potentially surplus assets and analysis of
service needs locally to release them.
- Negotiations with planning authorities and partners in order to
maximise the benefits from disposal of surplus sites as well as
maximising planning gain from third party developments.
- Contribution to, and analysis of regional and local strategic
development plans in order to maximise the benefits for County
Council services.
- Leading on local regeneration opportunities arising from
property rationalisation.
