Proposed Energy from Waste Facility at Hartlebury Trading Estate

May 2010

  • Mercia Waste Management submitted a planning application to the Worcestershire County Planning Authority on May 2010. It is for a proposed Energy from Waste (EfW) facility on a site in Hartlebury Trading Estate near Kidderminster.

19 May and 13 August 2010

  • Worcestershire County Planning Authority sought comments on this planning application between 19 May and 13 August 2010.

October 2010

  • In October 2010 Worcestershire County Planning Authority wrote to the applicant instructing it to provide additional information in respect of the Environmental Statement for the proposed development.
  • This has now been received (see Application, plans and supporting documentation) and a second consultation period ended on Thursday 25th November 2010.

1st March 2011

The Planning & Regulatory Committee meet regularly to discuss and decide current County planning applications.
  • The proposed Hartlebury Energy from Waste planning application was duly considered by the Committee onTuesday, March 1, 2011. 

Febuary 2011

Three objectors were each given five minutes to address the Committee, as well as the local County Councillor and the applicant.

The above-mentioned report considered by the Committee was prepared by council officers and consultants following the two periods of public and technical consultation outlined above. It included a detailed analysis of the application, an explanation of all relevant planning rules and details of the consultation responses. It also included the recommendation that the Committee be 'minded to approve' the application. The Committee could not grant approval on the day because the Secretary of State has the option to 'call in' the application for a Government decision.

The Committee unanimously resolved that its members were 'minded to approve' the application.

The whole meeting was shown live as a webcast so anyone with internet access could watch. A total of 256 unique site visits were recorded for the live web session. The recording of this session is now available.

23 March 2011

The application was forwarded to the Secretary of State for Communities & Local Government, Eric Pickles, for a decision about whether his department will review the committee's decision. On Wednesday, March 23, the council received notification that the department requires more time to consider whether or not it wishes to 'call in' the decision and will inform the council when a decision has been made.

May 2011

On Tuesday, May 10, the council was informed that the Secretary of State will be 'calling in' the application for his own decision.
