- Q. What is the LTP?
A. Local Transport Plans (LTPs) are documents required by
the Transport Act 2000(amended by the Local Transport Plan 2008).
All transport authorities are required to produce an LTP in which
they set out their objectives and plans for developing transport in
their area over a stipulated period.

- Q. Why is the LTP
important?
A. The LTP sets out how the Council will plan, develop and
deliver its economic, social, environmental and other objectives
through the provision of transport infrastructure and services. It
will state how we are going to develop transport in the county in
order to improve services in light of environment and social issues
while taking into account local views across the county. A high
standard LTP is essential if we want to apply for government
funding for major schemes; it may also determine whether we are
eligible to apply for other initiatives.

- Q. Does Transport Matter for the
Performance of the Worcestershire Economy?
A. Research has shown that a high quality transport
network is important in sustaining economic success in modern
economies. The transport network secures connectivity between
different parts of a country, as well as to the rest of the world:
linking people to jobs; delivering products to markets;
underpinning supply chains and logistics; and supporting domestic
and international trade. The quality and comprehensiveness of the
local transport network impacts on how it contributes towards an
efficient and successful local economy.
Evidence has shown that:
- Transport matters for the economic performance of countries,
regions and local areas;
- Historically, improvements in transport connectivity have been
pivotal in supporting periods of economic growth;
- In mature economies like Worcestershire, with
well-established networks and strong connectivity between economic
centres already in place, evidence suggests that investment should
be focused on maintaining or enhancing the performance of the
existing network, particularly where journey time reliability is
deteriorating;
- The efficiency with which existing transport networks are used
is just as important as the underlying investment in new
infrastructure;
- The relationship between transport and the Worcestershire
economy is therefore an incremental one, aimed at maximising the
efficiency of the existing network, prior to investing in new
infrastructure (which can, in itself, generate additional demand to
travel);
- Economic success often generates higher demand to travel, and
where there is a lack of adequate capacity, this can start to
constrain that success. Where this is the case, investment in
substantial new infrastructure and/or services may be justified.

A. The Local Transport Plan affects anyone who
uses transport services and facilities in Worcestershire,
whether you drive a car, ride a motorcycle, catch the bus or train,
walk or cycle.
