Human Resources - Payroll

The Payroll Section is part
of Human Resources and Organisational Development It is
based in the County Hall Campus and is responsible
for:
- Making salary, wages and
expenses payments to County Council staff
- Making salary, wages and
expenses payments to staff of partner organisations
- Remitting monthly payments to
Her Majesty's Revenue and Customs (HMRC) in respect of income tax
and National Insurance contributions collected from pay
- Preparing and filing annual Pay
As You Earn (PAYE) returns to HMRC
- Preparing and issuing tax
certificates to members of staff (P60, P11D)
- Collecting and remitting pension
scheme contributions, and preparing and filing associated
returns.
Operational
Structure
The Payroll Team is currently being
jointly managed by Dawn Bown and Alison Watkins who lead the
Payroll Operations and Payroll Systems teams respectively.
Dawn and Alison report to Bridget
Clark, the HR Service Centre Manager.
Payroll Operations Team
Dawn Bown leads the Payroll
Operations Team, responsible for maintaining employees' pay and
expenses records, and ensures the correct and timely payment
of staff of the County Council and partner organisations. Dawn's
team also deals with associated pay enquiries from staff, HMRC and
pension scheme administrators.
Payroll SystemsTeam
Alison Watkins leads the Payroll
Systems Team with oversight of the technical configuration of the
payroll system, ensuring that pay parameters are correctly
maintained. Alison's team manages the processing of payroll after
completion of input and manages interfaces between the payroll and
other systems.
