Waste Core Strategy

The Council is preparing a Waste Core Strategy. This is a document that will set out how we plan for waste management facilities in Worcestershire until 2027. The final version will guide developers as to how waste of every kind should be managed, what kind of waste management facilities will be acceptable where and will be used by the Council to make decisions about planning applications for waste management facilities.

Where are we now?

Between 16th November 2009 and 4th February 2010 we asked for your views on the Emerging Preferred Options Consultation. This report set out our ideas about planning for waste management facilities in Worcestershire until 2027. We asked whether you thought this report addressed suitable priorities, whether the plans were realistic and whether you agree with the strategy's suggestions.

The consultation ended on 4th February 2010 and we have now had time to consider all of your comments. We have set out a summary (4 pages)  of the main comments received and full details of all comments and our response to them can be seen in the consultation response document (232 pages).

We received several comments after the consultation deadline and did not have time to include them in the above documents. We have however taken all comments into account and include a brief outline of late comments for information. This document will be updated if any further comments are received before the next formal consultation stage.

How did we get here?

We previously submitted a "Waste Core Strategy: Regulation 28 Submission Document and Proposals Map"  to the Secretary of State in January 2007.  However, this was withdrawn following advice from the Planning Inspectorate and in anticipation of emerging government guidance it was clear that it would not be found "sound".  

We recommenced work on the Waste Core Strategy in Summer 2008 and consulted on the Refreshed issues and options report in Autumn 2008. This brought the earlier work on the Waste Core Strategy up to date and reflected the views of the people of Worcestershire obtained through previous public consultations.

Sustainability Appraisal and Habitats Regulations Assessment

The purpose of Sustainability Appraisal is to appraise the social, environmental and economic effects of the Waste Core Strategy from the outset of its preparation.

Plans and projects which have the potential to affect European sites of nature conservation importance have to be assessed against the requirements of the Habitat Regulations, as such we have carried out a Habitats Regulations Assessment.

Equality Impact Assessment

We have a legal duty to carry out Equality Impact Assessments to ensure that the services we provide and opportunities we offer fulfil the requirements of anti-discrimination and equalities legislation. An Equality Impact Assessment  screening exercise has been undertaken for the Waste Core Strategy. The screening exercise found that no adverse impacts are expected to any of the six diversity strands.

What are the next steps?

We are now using the comments we received from the Emerging Preferred Options consultation to help us develop the detail of the Waste Core Strategy.

We will be undertaking further consultations this year to help develop ideas further. The comments from all consultations undertaken will inform the final document which will be submitted to the Secretary of State in early 2011. You will be given a final opportunity to comment on the 'soundness' of the Waste Core Strategy at this stage.
