Charging Policy for Non-Residential Services
This policy aims to make charging fair and consistent for all
service users in accordance with guidelines, set out by Central
Government. The Council must comply with the Fairer Charging
Guidance and ensure that there is equitable charging. The removal
of subsidies and the adoption of full cost charging ensure
consistent charging. Full cost charging is applied to those who can
afford it and service users will only ever be charged their maximum
assessed charge for means tested services. The policy applies
equitable charging for service users whether using a personal
budget as a direct payment or receiving Council-commissioned
services.
