Main Areas of Purchasing
There are five main areas of purchasing:
- Goods and services.
- Construction and maintenance contracts for
property.
- Works contracts for civil engineering and
highways.
- Passenger transport.
- Social care provision.
Goods and services
All requirements greater than £5,000 must be advertised on the
Council's website.
For requirements below £5,000 an appropriate number of
quotations should be obtained. Quotations may be sought verbally
but must be confirmed by suppliers in writing. Catalogue prices may
be used.
£5,000 to £20,000 requires a minimum number of 3 written
quotations in accordance with the Procurement Code procedures and
guidelines.
For requirements between £20,00 to £156,442, a
minimum of 4 formal tenders or written quotations in accordance
with Procurement Code procedures and guidelines.
For requirements greater than £156,442 CSO 5
applies. In the case of open and restricted procedures to which the
EU Rules apply, the number invited may not be less than FIVE.
Property Maintenance Contracts
The County Council maintains a List of Approved Contractors
within the Property Services Department for the provision of
maintenance work such as electrical, plumbing, heating, glazing and
fence repairs.
Transport Services
Worcestershire County Council Transport Contracts Team has a
4-year framework set up for the procurement of all transport
services via the use of eAuctions.

Social Care Services
Social Care Services will normally be procured via competitive
tender or negotiated tenders in accordance with a Best Value
approach, which ensures value for money as well as effective
outcomes for service users. Please note Social Care Services do not
require advertisement in the OJEU as detailed under goods and
services above.
