Focusing core retained activity on targeted
groups and vulnerable children and families. The project will
deliver both financial and service improvements which can be
measured against current performance indicators.

Positive Activities for Young
People (41KB)
This project aims to change the way the Local
Authority provides positive activities, by commissioning all
activity from the voluntary, independent or private sector and
jointly commissioning where possible with partners, so that there
is a local model to meet local circumstances, ensuring all activity
commissioned by the Council is targeted at communities of highest
need.

Home to School Transport (13KB)
This project will review levels of Home to
School transport and increase efficiencies through focusing on the
current policy entitlement, procurement activity and in-house fleet
services provision and escorts, but also including all other areas
of the service to drive through efficiencies and savings where
appropriate.

School Improvement Services and Review of School
Improvement ( 80KB)
The service has been traditionally reliant on
funding from grants which ceased on 31 March 2011. Therefore an
urgent reconfiguration of the service is required, but the
project's key aim is to reconfigure school improvement services by
2014 to focus on Worcestershire County Council's statutory role and
schools at risk as the core retained activity and ending universal
support for all other schools.

Arts and Music (28KB)
This project proposes to merge the art and
music education areas and fund through grant funding and income
generation only.

Social Care – Frontline
Restructure (31KB)
This project will involve reconfiguring
front-line Children's Social Care Services in order to manage
demand for specialist Social Care services for children & young
people. In addition it will reduce the requirement for high cost
resources through redirection of resources in partnership with
private/ voluntary sectors.

Social Care – Looked After and Adopted Young
People (12KB)
This project will redesign staffing and
operational procedures for looked after and adopted children to
improve safeguarding.

Commissioning of Placements (14KB)
This project will put in place arrangements to ensure the most
appropriate placement is purchased for a looked after or adopted
child at the lowest cost.

Advice, Guidance and Skills
Service (10KB)
This project will merge the Connexions service
with Targeted Youth Support to develop a joined up service with
further opportunities to integrate further with existing teams and
rationalise property as much as possible.

Joint Commissioning (47KB)
This project sees the restructure and
reconfiguration of the Early Intervention Grant related functions
in relation to joint commissioning with Health

Review of Children's Fund (30KB)
This project will terminate all grants to the
voluntary and community sector and re-commission, for one year,
those projects that directly support the key priorities of:-
- Keeping children and young people
safe
- Raising educational achievement
and attainment

Review of Early Years and
Childcare (16KB)
This project aims to continue to support as many settings as
possible. Due to the necessary reduction in staffing and delivery
costs, from the reduction in grant funding, settings in the
greatest need will be prioritised.

following the cessation of grant funding.

This project will develop high profile
directorate Information Advice and Assistance functions to be
consolidated into one place, so that there is one specialist
outward-facing service for information, advice and assistance for
